KNOXVILLE RECEIVES DEPARTMENT OF ENERGY’S ‘SOLAR CITY’ GRANT
Knoxville’s commitment to implementing and raising awareness of renewable energy technologies will reap dividends in May as the city initiates programs using a $200,000 Solar Cities grant from the U.S. Department of Energy. DOE announced March 28 Knoxville was one of 12 cities across the nation to receive the two-year grant to increase solar energy technology use and education.
Knoxville shares the title of Solar American City with Denver, Houston, San Antonio, Milwaukee, Minneapolis and St. Paul, Minn., Orlando, Fla., Philadelphia, Pa., Sacramento, San Jose and Santa Rosa, Calif., and Seattle as part of DOE’s Solar America Initiative, a program aimed at making renewable energy technologies affordable and compatible with current utility grids by 2015.
In addition to the $200,000, DOE’s Solar Cities grant will provide technical assistance to cities that need additional help launching solar infrastructures. Madeline Weil, deputy director of Knoxville’s Policy and Communications Department, says Oak Ridge has applied to provide Knoxville’s technical support.
Weil also heads the city’s Energy and Sustainability Task Force, a 15-member group dedicated to promoting renewable energy in the city. Weil says the city’s goal is “to create a sustainable solar infrastructure.” She admits Knoxville has a lot to learn about solar energy but adds, “We do have the right players for this program.”
Knoxville is bursting with energy-related businesses that could assist in the move toward clean energy technologies. The Tennessee Valley Authority, Knoxville Utilities Board, ALCOA Corp. and the Southern Alliance for Clean Energy are all headquartered in Knoxville. The University of Tennessee also contributes to Knoxville’s “greening” efforts with research in energy sciences and environmental engineering, as well as with campaigns like “Make Orange Green.”
According to Knoxville’s Solar Cities Proposal, the city currently has two businesses operating photovoltaic systems, one 15-kilowatt system at Ijams Nature Center and another 8-kilowatt system at the Mellow Mushroom restaurant on Cumberland Avenue. A photovoltaic system converts sunlight directly into electricity with no harmful by-products.
The 14-page proposal lays bare the city’s plan to reduce barriers to renewable energy in four areas: informational, technical, financial and business development.
To promote renewable energy information, sites with high visitor traffic, such as the new Knoxville Area Transit station on Church Street and Ijams Nature Center, will receive new and updated solar energy exhibits with funds from the grant.
Weil freely admits Knoxville is inexperienced with solar technologies and says extensive training and certification courses will be developed for Knoxville contractors and inspectors to overcome the technical illiteracy. The city has also contracted Habitat for Humanity to build a “zero-energy” house in the South Waterfront District of Knoxville as a training facility for those seeking solar technology certification.
Because Knoxville’s conventional energy is inexpensive compared to the rest of the United States, renewable energy implementation will be a costly investment for the city initially. Preliminary financial issues will be combated through incentive programs, she says, such as TVA/KUB’s Generation Partner’s Program.
Business development challenges will be surmounted by identifying businesses currently focusing on renewable energy technologies, and surveying them to determine the obstacles in using these technologies. The Tennessee Department of Economic and Community Development as well as the Knoxville Chamber of Commerce will help to conduct this research.
I celebrated Earth Day with a big cookout over an old-fashioned charcoal barbecue. Afterwards, I threw the plastic cups and styrofoam plates into the fire. It was really nice. But don’t worry, I just bought a billion tons of carbon emission credits! (Well, I just wrote IOU's to myself, like Al Gore!)
So fire up that grill, SUV, or power plant tonight because carbon credits make pollution magically vanish!
Isn't it awesome that we get to use junk science and scare tactics to guilt a dumbed-down population into turning on their lights, firing up their computers, and powering up their TVs in order to create "Green Guides" for the rest of us?
As long as we don’t let these rubes find out that the globe hasn’t warmed at all in the past seven years, four of the hottest ten years in recorded history happened in the 1930s, and thousands of climate scientists are now coming forward to dispute the idea of man-made “global warming,” we can continue to profit off our religion!
